Bias in neural network

I have questions about spss neural network, particularly in the output of MLP.
(1) Both input and hidden layers have term BIAS. What does it mean?
     Is that referred as the bias in prediction?
(2) Suppose the synaptic weights of the X variable in the input layer through the hiden layer to one of the categories(say, j category) of Y in the output layer are all positive (>0).  Does it mean that X is positively associated with the j category of Y?
