I have heard that 50 is the minimum, but I have done reliable forecastin with as little as 30 data points. It really depends on the accuracy you are trying to achieve. My low data models tend to be a bit wild on individual forecasts but do well at a monthly or quarterly view.

Yes, but it also depends on how far into the future you are trying to forecast. For what I do, I usually try to have at least 100 data points since I forecast 2 or 3 years ahead.
