CHAID-Labelling node criteria logic - confusing

SPSS Classification Tree Tutorial - Credit Rating using tree_credit.sav.

The 1st 3 nodes are based on Income. The splitting criteria for each node is
-

Diagramme Labels

Node 1 - <=Low

Node 2 - Low,Medium

Node 3 - > Medium



If one looks at the sample sizes in both the Chaid analysis & the data then

Node 1 = 553 = Low Income

Node 2 = 1134 = Medium

Node 3 = 777 = High



Why isn't the diagramme labelled as

Low instead of <=Low

Medium instead of Low,Medium

High instead of > Medium ?



Can anyone explain this ?
