How can you perform Fisher's Exact Test with Custom Expected Values in SPSS,
or is there an alternative?

What you need is the hypergeometric distribution pdf, which is available as PDF.HYPER.  See https://en.wikipedia.org/wiki/Fisher%27s_exact_test for the formula to plug into.

If you have the latest version of Statistics Subscription, you can evaluate this with MATRIX.  Otherwise, make a small dataset with the appropriate values and use PDF.HYPER in COMPUTE.
