I think you can find and download a free DEA program (DEAP v???)
from the University of New England, Australia by Coelli. To answer your question, however, I am
not sure that you can do DEA in SPSS.
Alternatively, if you care for the pricing, you may want to
check out Banxia’s Frontier Analyst.
It is quite easy to use and a good package. They also conduct training sessions (for
a fee, of course!).
