It is not entirely clear, at least to me: "the 60th highest probability" is not always the same as "the cut off point for the top 60 percentages". In every case, the solution can probably use the procedure RANK VARIABLES, it has both standard ranks (/RANK) and fractional scores (/PERCENT), and you can introduce subroups using BY.
