Apologies - found solution via Google. In a nutshell both variables need to be Scale in Chart Editor for it to work. The legacy charts are less fussy.

Problem(Abstract)

I created a simple scatter/dot chart with two scale variables and I cannot add a fit line at total because the button is grayed out. I did change these variables to be nominal or ordinal in the chart palette so that I could display the value labels on the axis of the chart. How can I add the fit line to the chart?

Resolving the problem

If you have value labels on the scale variable and want to display the value labels on the scatter/dot chart, you can change the variable to nominal or ordinal on the chart palette when creating the chart. If the variables remain Scale, then value labels cannot be displayed on the chart axis and you can add the fit line to the chart. If you change the variable in the chart palette to be nominal or ordinal and if the value labels are displayed in the chart, then you cannot incorporate the fit line in the chart. Because fit lines are based on regression, they are only considered valid or meaningful if the data is truly Scale measurement data.
