Handling missing values

I’m looking for what I hope is a fairly definitive resource for the statistical and practical ways in which one might handle missing survey data, particularly with regard to psychological scales. Could you recommend resources?

The Missing Values component of SPSS is one of them. There are others, of course. It depends on your purpose and requirements. SPSS would analyze your missing values looking for patterns, and can also replace them with estimated values using regression with any number of predictors.
