How do you tell SPSS 16 to select % of random sample...

How do I tell SPSS to select a random sample of certain amount or
percentage based on a categorical variable?

Do you mean a certain number, or certain percent, within each value
of the categorical variable?

There are various ways (and it's been discussed frequently on this
list), but start by looking at the SAMPLE command. You can write it
in syntax; or from the menus,

Data > Select Cases... > check Random sample of cases

though you probably can't do everything you need through the menus.

Are you wanting to stratify by the categorical variable?  Meaning, if 25% of the population is in category 1, you want 25% of your sample to be from category 1, etc.  I've never done this myself, but I'm told that SPSS can create a stratified sample based on a single variable.  Was this what you were asking about?
