I have a discrete choice ASCII Data like:

Where in line1: 7-Id No. 5: Is the number of attributes, 5: is the number of Choice task ,and 1 is for none option & in line 2: 4 is for number of concepts per task.Also in line 7 presents that respondents choose 4 rth concept in 1st task. that's why I need to convert the data like:
