Interpreting non-significant effects. Please give your view

Appeal to scientists and statisticians (Apologies if you receive multiple
requests).
If you use or teach inferential statistics [t-tests, chi-square, ANOVA,
regression, etc.], we would particularly like to have your views on how
non-significant effects should be interpreted and presented to professional
and lay audiences.

completely confidentially.  Furthermore, the survey software ensures that no
details that might identify individual participants are recorded.
 
Interpretation of NON-significant effects is CONTROVERSIAL. Reputable
journals vary in their practice, even within a single discipline.
 
This request is being sent to statistician, scientist and academic lists in
order to gather the widest possible spectrum of views. Inevitably, some
questions may appear either naïve or incomprehensible to some respondents.
