You might be able to set it by a chart template if you are using something other than IGRAPH to create it in the first place. Open the chart in the chart editor and rearrange things by moving it. This will most likely require changing the size of the inner chart frame and the size of the legend frame. Then save the chart template and name it on the template command when running GRAPH.
YMMV with this approach depending upon the release of SPSS. Release 15 provides the probability of greater success by several orders of magnitude.
