MIXED Proc on SPSS

I am attempting to use the MIXED proc for the first time.
I am have unbalanced panel data of 30 some countries over 8 years. I have Amos 18 and SPSS at my disposal.
 
I am trying out 5 variables. I get a message to the effect that my observations are less than my parameters.
I guess the program is calculting for all the year and country parameters? I tried Amos and I do not have the same problem but I am not sure how to model fixed effects on Amos.
 
Also how do I input for unbalanced panels in MIXED?

Please post the syntax for MIXED.  Also, how many cases per country do you have?
