The error message is saying that you can't have value labels for a long string (> 8 bytes) variable, not that the label itself is too long.
This restriction was removed in SPSS 16.
In prior versions one workaround is to use AUTORECODE, which will create a numeric variable corresponding to the (long) string variable. By default the string values become the value labels, but you can, of course, change those.
