Multilevel and clustered data

Dear list members,
I would like to seek advice on the following problem.

Suppose that each worker has several binary measurements (compliant/non-
compliant), and such binary measurements are treated as clusters at the
worker level, and these workers belong to one of the eight institutions.

There are some variables at the worker level, such as age group (21-30, 31-
40, 41-50), gender (male, female)...

There are some variables at the institution level, such as presence of a
relevant policy (yes, no), presence of a trained supervisor (yes, no)...

If I want to find out which worker-level factors predict compliance,
running a generalized estimating equation will do.

However, if I want to find out which worker-level and institution-level
factors predict compliance, which statistical model should I use to
account for the multi-level and clustered nature of the data?
