Please describe your variables in more detail.
What constructs are they measuring?
What are the legitimate values and value labels?

Also, is one considered an outcome (dependent) variable and the other an explanatory (predictor) variable?  Or are just interested in association?  If the former, which variable (ordinal or nominal) is the outcome?

You might start by browsing some textbook on testing.  SPSS will
offer most of their suggestions.

A fine "cookbook" that comes up at the top of my search in
scholar.google.com  is

Nonparametric statistics for the behavioral sciences.

  S Siegel - 1956 - psycnet.apa.org
... For each statistic the sort of data to which it is applicable is indicated, the rationale behind
the test is explained, the computations are explained and illustrated, and the test is compared
with other parametric or nonparametric tests with similar functions. ...

I will mention that a whole lot of what is considered "ordinal" by
strictest consideration (for instance, rating scales with fixed scores)
is analyzed more effectively by considering it as "interval" -- instead of
distorting the data by performing a transformation to rank-order as
the first step.  (That is what the rank-order testing does.)
