One needs access to someone who has a good knowledge
of the applicability and, running, and interpreting those kinds of
data. Econometrics is one very useful such source, but advanced
regression methods are also used by statisticians, survey
specialists, sociologist, educational researcher, psychological researchers,
political scientists, epidemiologists, criminologists, etc.
You might also be able to use the Complex samples module depending
on your particular design.
"panel data" is often used loosely. Do you mean that you have
repeated measurement for the same respondents? Do you have the
same measurements on different samples at different times? etc. Do
you have stratified (fixed) or clusters (nested, random) factors in
your design, etc?
If you send a more detailed description of your data, and what you
are trying to find out, people on this list might be able to be more
helpful.

MIXED does it but you need the advanced statistics module.
Remember you need to know high level of econometrics to use it
wisely.
