I assume you mean that:
 - a "time point" is a record
 - each subject may have up to 28 time points (records)
 - a variable - I'll call it ID - identifies the subject
 - file is sorted by ID

AGGREGATE File=* /Break=ID
 /MaxTime = MAX(TimePoint) .

(untested)

You can merge the aggregate results back with the original file
