With regards to the queries below:

The data is received in excel sheet. 

The tests are conducted online and data is extracted into excel.

Yes, to a certain extent the questions when re-used have same ID. 

However, I would request you to please advise how do we proceed if the names of the reused questions are not same; along with the scenario mentioned above. 

In anticipation I wait.

Request you to help me on the below mentioned scenario:

An educational institution conducts various online exams. As these have been conducted over the years, there are number of questions that have been piled up.  Now the requirement is we need to understand how many times a question has been exposed during the exams, as we need to retire those based on the exposure and replace them with the new ones. For this we need to understand the exposure of each question. Request you to please guide me through this by using SPSS.

SPSS supports RENAMING variables in several commands:
RENAME VARIABLES.
GET FILE .... /RENAME ...
MATCH FILES .../ RENAME
ADD FILES .../RENAME...
SAVE ... / RENAME...
Consult the FM for details.
