Not really an SPSS topic,
But my recommendation is to use AMPL, as this LP is fairly basic, if you
buy the accompanying book as well it has supply chain examples that you
should be able to modify pretty easily to suit your problem,
Alternatively just look up supply chain LP's in Google and you'll have
loads of hits.
A free solver that works nicely, (IMHO) is LP_solve but, as your problem
is rather simplistic I would download AMPL studio and use this as it has
a 300 constraint and 300 variable limit on the freeware version
