Reading MS windows V17.0 files in Mac

How do I save data and syntax MS windows V17.0 files so they can be directly
read by Mac V17.0 files?

The files are portable across platforms with no special requirements.  However, if the files contain extended characters (accents characters, Asian, Cyrillic, whatever...), it is best to use Unicode mode.  That will guarantee that all characters are understood the same way on any platform.
