Short answer is No, not on 19 or prior. Perhaps on 20. Spss has/had a separate data entry program and my understanding is that what you want to do is/was possible on there.

Subject: Restricting Entered Values
Hi All,
Is there a way for SPSS to restrict the values entered into a specific variable?
For example, I have a 0-4 point likert scale, and would like to only allow
0,1,2,3,4 to be entered as data, and SPSS would not allow a user to enter a value of '5' or '22' into this variable?
I know how to do this on Excel, but cannot make it happen on SPSS.
Thanks!
Tim
