Runsyntx.exe produces Run-time error '429'

I tried posting this a little earlier but it doesn't seem to have posted.
I have SPSS 15 and I'm trying to use runsyntx.exe to execute a SPSS
program file.  I have SPSS 15 on my own computer and runsyntx.exe works
fine, but I just installed it on a second computer, and it is giving me
the error:

"Run-time error '429' ActiveX component can't create object"

Does anyone have any experience with this?

Well, I figured it out.  If anyone else has this issue, you need to make
sure that you are running the command line as an "Administrator" ( Programs
> Accessories > right click on Command Prompt > Run as Administrator).  If
that doesn't work, you need to do the following below in the command prompt
as an "Administrator":

Problem Subject:  Runtime Error 429: ActiveX Component cannot create Object

Problem Description:  I am trying to launch an application, but I keep
getting the following error message:

Runtime Error 429: ActiveX Component cannot create Object

Resolution Subject: Please Register SCRRUN.DLL in Windows\System32

Resolution Description:
1. Open a Command Prompt (Start Menu | Run | CMD and press ENTER)
2. Change directory to the \\WINDOWS\SYSTEM32
3. Type the following command and press Enter:
REGSVR32 SCRRUN.DLL
4. You should see a successful confirmation message.
5. Re-launch the application.
