If I have SPSS 16 and create a data set with just labels and give this to a

As far as I can tell and with limited testing this should work OK - I would test it with a file with two variables and see what happens - but - I think it will be OK.

You should have no problem sharing a version 16 or 17 file with older SPSS versions. However, if you save a 16/17 file in Unicode mode, text with accented characters will not be interpreted correctly by older versions. You can switch to code page mode, however, and create a sav file that creates a compatible file.
