SPSS 17 Unable to open v16 data files

I will preface this by noting that we only have 3 staff users of SPSS in our organization, so expertise is limited - especially at the Help Desk, where we only install it :)  We've just upgraded our research dept to V17, and they now tell us that they cannot work with files that they started prior to upgrading - they say they need to have both V16 and V17 in order to transfer data...  Seems very odd to me that V17 cannot open V16 files, so I may not have the entire story yet, we may have missed something during the upgrade process, or the users may be missing a step somewhere.  Anyone have experience with anything similar, or suggestions?  Thanks, jim

No help with a solution, but some variations on the problem.

Some of my v15 files open, but they produce a warning that the file is
"in use" and can't be saved. (Save As succeeds, but generates the same
warning when I get them later)
