One way to force Region in as the first input variable is
to set it as the only Input in a preceding Type node.
Be aware that a Nominal Region variable will branch
on every Region by default. What is the overall file size?
What is the number of regions and the distribution of
records across regions? C5 is trying to create homogeneity
after the split relative to before the split, and in forcing
Region in you are overriding what variable would enter.
If you wish to keep Region as the first splitter, you could
split the file by regions and run C5 within each Region.
