I believe you would need some programming to achieve this level of
automation as I don't believe (and I haven't checked for a while) that
SPSS itself currently has any inbuilt feature to check for events inside
a SQL-based RDMBS.
Depending on the specific details it probably wouldn't be too difficult
to create a small program (in VB.Net C#.Net, etc.) which periodically
checks the database and launches SPSS to run your algorithm(s) when it
detects a change in the data.
When you say SQL do you mean Microsoft SQL Server? If so another way to
approach it might be to look to use the SPSS Statistical Services which
are available "within" SQL Server...

needed to specify the events. But it would probably be a more natural
way to achieve your goal (if the algorithm you have in mind is available
in the Services of course).
