SPSS stream locking

I need to lock my spss stream to prevent other users from viewing it. How can this be achieved ?
I also intend to invoke this stream using an external application and spss solution publisher. Though i do understand that spss solution publisher is required to invoke the stream(.str) by an external application. I would like to know that whether it is poosible to

build the stream using spss modeler , restrict view capabilities  , package it by  publishing the stream  and deploy it (using spss solution publisher)  WITHOUT the need of spss modeler AFTER i build my stream using spss modeler. Please help me out.
