Timing of treatment and control groups

Hi,

Sorry, this is more of a research design/ stats question than specifically about SPSS. I don't know of a better place to post this query.

A medical colleague is working with a randomized controlled design in which n (control)=30 and n (treatment)=34. Is it permissible to recruit participants into the two conditions at different times, providing that the time period between pre and post-test is identical for each participant? I've cautioned her about seasonal effects, which are marked in this part of the world ('cabin fever'/ seasonal affective disorder). But, supposing she recruited 15 control, 17 treatment one year, and the same the next year in the same season, could they be analyzed as two groups? (control vs treatment).
