Toolbar Bitmap Editor problem

I'm trying to customize a toolbar in SPSS 14 by adding buttons for
user-defined items (OK, scripts) and I've run into a problem because the
button icons all look alike.  I've tried going into the Toolbar Bitmap
Editor but I'm doing something wrong.

I'm following the instructions from Help:
To Edit Toolbar Bitmaps
 From the menus choose:
  View
    Toolbars...
Select the toolbar you want to customize and click Customize.
Click the tool with the bitmap icon you want to edit on the example toolbar.
Click Edit Tool.
Use the toolbox and the color palette to modify the bitmap or create a new
bitmap icon.

At that point the BMP Editor comes up and I modify the image.  So far, so
good.  If I chose to Apply and exit the result is that the new icon is
filled with black-regardless of what it looked like in the editor.  Same
results if I click on the X to close the editor.  The only other exit from
the editor that I can find is Discard and exit (which leaves the icon
unchanged).

Actually, it is even stranger than this.  It looks like I can only "edit"
the first toolbar button even though the instructions say I can select the
tool icon to edit.

Any and all suggestions would be appreciated.  Based upon _SPSS Programming
and Data Management_ (2nd ed.) p.14 and
http://www.spsstools.net/spsstips.htm#MyToolbar I know it mus be possible.

Hi

This bug has been present since 3-4 versions.  The problem is not present in
the Beta version of v16.

As you noted, only the first icon can be edited. You therefore need to move
icons to the first position, edit them then move them to their intended
positions.

Hi,

It's good to know I'm not crazy.  I can easily live with editing only first
position but is there a trick to editing it?  Every edit ends up with an
icon that is a black square.
