TwoStep Cluster - ratio of distance measure

Who can give me the formula which SPSS uses to calculate the "Ratio of distance measure". It is derived from "Ratio of BIC changes" in combination with the number of clusters - but HOW? Thanks.

Open SPSS. Click <help> <algorithms>. Scroll down and click <TWOSTEP>.
