That will be true. I think the reason is that SPSS stores the number of cases in the file header. In our real life this theoretic limit is no restriction, since other restrictions come first. I'm not sure exactly what the limit is, but haven't run into it yet, and I've worked with datasets holding millions of cases (literally).
