If you are referring to Fisher's r-to-z transformation, then yes, this can
be applied to partial correlations (indeed Fisher wrote about this
application). Please note that the procedure for conducting this test
differs depending on whether the correlations come from independent samples
or the same sample.

I am interested in comparing two partial correlations and I was wondering if
it'd be ok to use the same procedure used for comparing two bivariate
