creating agency level reports

Dear Listers

 I have data from a survey of about 100 social service agencies. The
agencies have been categorized into 5 groups (GROUP).  The data is
nominal. For example, rather than asking agencies what % of their
clients were male/female, agencies were asked, "Does the agency serve
males (Yes=1 No=2)?" (Gender_Male) "Does the agency serve females
(Yes=1 No=2)?"  (Gender_Female).

I have been asked to produce an overall report and separate reports
(graphs) for each agency using a subset of 10-15 of the items.

I have a problem with trying to display the agency data on the same
chart as the group and all agencies data (% of similar/all agencies
serving males and % of similar/all agencies serving females) because
the survey items are nominal not a value such as 34%. (We've been
referring to this as a 'You Are Here' graph.) Does anyone have any
examples of such graphs (and the syntax that produced them)?  I'm
particularly looking for something that can be automated or at the
very worst, cloned and run one hundred times, once for each board.
The idea of editting 1000 graphs by hand doesn't bear thinking of.

Assuming that I'm able to produce the graphs, I will need to produce a
PDF report, one per agency, displaying the graphs in an attractive,
paper-saving manner that is still legible, that is with several graphs
per page.  Does anyone know of any automated way to do this?
