installing python packages in server edition

How do I install python packages to the python that is installed with server edition.
I’m getting permission denied when I try to add libraries (specifically pyodbc).

My IS claims that I should have access, and that somehow server edition has the folder locked down?
Does that make sense?

Another option would be to switch which python i'm using, but server edition does not give me this option.  Anyone know how to change the which python installation I use and or how to install into the private server edition 22 python?
