I'd like to put a page border around my SPSS pdf tables. Anyone know of a
program that allows you to do this to pdf files?

You might try the free online pdf editor at http://www.pdfescape.com/ 
 
They also have a $30 USD pdf editing program.  It's not as good as Adobe Pro, but it works in a pinch.
