I'm assuming that you are talking about Scheffé's method of comparison.
It is the most conservative test available for anything.
It asks whether the contrast under consideration accounts for enough
variance that it would be significant if it were tested against the total
degrees of freedom for the predictor variables. That leaves plenty of
room for targeted contrasts (with fewer d.f.) to test as significant.
