A quick search on Google produced several (similar) solutions, of which you'll want to see which is best for you and your student:
Resolving the problem
Verify the installing user has Administrator rights on the directory c:\Program files\common files\IBM\SPSS.
This directory should contain the sub-directories COM, ext and thirdparty.
To correct this issue:
* Login on the workstation with an administrator profile.
* Uninstall IBM SPSS Statistics, remove the directory IBM\SPSS in c:\Program FIles\Common Files.
* Re-install IBM SPSS Statistics.
Once completed verify if the 3 sub-directories (COM, ext and thirdparty) are under C:\Program files\common files\IBM\SPSS.
A similar solution proposed by other people. If IBM's solution doesn't work check this one to see if there is any new methods/solutions that are not provided by IBM's.
The proposed solutions seem to be pretty similar: make sure you have "proper permissions", uninstall, reboot, reinstall, check for some folders/files under common directories/settings etc (outlined in the links posted) - "rinse and repeat" till it works.
