Not an SPSS question but I'm reading about the wonderful world of HIPAA and the rules for deidentification of data. I'm sure that those in healthcare research are quite familar with this. The standard method of deidentification of data is to exclude 18 identifiiers that can link a piece of datum to a person. However, there is a second way that is a bit more vague:
"The second way is to have a qualified statistician determine, using generally accepted statistical and scientific principles and methods, that the risk is very small that the information could be used, alone or in combination with other reasonably available information, by the anticipated recipient to identify the subject of the information. The qualified statistician must document the methods and results of the analysis that justify such a determination."
I've read this in the past and not paid much attention but i'm wondering if anyone has a reference to "generally accepted statistical and scientific principles" that are used to statistically deidentify data.
