Are you asking about the GENLINMIXED procedure specifically or are you
asking about generalized linear mixed models (GLMMs) more broadly?
Well, the answer is an absolute YES to either question.

By the way, GLMMs can be thought of as an extension of generalized
linear models (e.g., logistic regression model) by allowing random
effects to be incorporated into the linear predictor.
