how are outliers defined by stem and leaf plots?

Spss people,

 

This is a simple question but I could not find an answer in the archives or the google.

 

How are extreme cases defined in stem and leaf plots? Is it the same methodology of box plot whiskers? I’m familiar with that (+-1.5*IQR).
