we found the solution at last (might be interesting for others): Also intall R not in C: but in D: where VISTA allows access.

Plus, we used your configuration
SPSS_CDIALOGS_PATH=C:/dlgcommon
SPSS_EXTENSIONS_PATH=c:/extcommon;c:/extcommon18

It's a VISTA Problem.
