Negative Variance

Please Help,

How do I address the "negative variance" in the model I am estimating using AMOS for Confirmatory Factor Analysis (CFA)? The model has three second order constructs (Employee Empowerment- 4 sub-factors @ 4 items; Organizational Justice - 3 sub-factors @ 5 items and Organizational Citizenship Behave - 4 factors @ 5 items). I have getting "negative variances" for some error-terms even after dropping some items based on the modification indices.
