This is terribly unclear as stated.  Please clarify?

The Third question (13 attributes) rate the importance when choosing drug 1 (1 not important - 7 extremely important). This question was asked randomly using a rather complicated routine, since some doctors have the same number of patients within different drugs (that's why there are blanks).
