From what I have read, the Hausman test appears to be about testing the equality of within and between-cluster slopes. The within and between-cluster slopes can certainly be examined in SPSS, and decisions on how to proceed based on those results can be made.
Side comment: I would not use the Hausman test to determine whether to estimate a RE or FE model. You might consider reading "Multilevel Analysis: An Introduction to Basic and Advanced Multilevel Modeling" (2nd edition) by Snijders and Bosker for clarity on this issue.
