I too, see the problem of 28.0.1, but to me it is not the problem of DATASET CLOSE at all.
It is the problem of not substituting an anonymous dataset.

*Open SPSS.
NEW FILE. /*Because there is no data yet,
           /*NEW FILE (or GET FILE) should replace the initial empty Untiled1[DataSet0]
           /*and the new Untitled2[] unnamed dataset comes into play
*DATASET CLOSE ALL. /*(This plays no role)
GET FILE 'd:\exercise\data.sav'. /*This, the unnamed data.sav[] dataset should relpace
          /*that unnamed Untitled2[]
          /*BUT IN V.28.0.1 IT DOES NOT REPLACE IT: Untitled2[] PERSISTS AS THE FANTOM DATASET
