transform 7 point likert scale into 5 point likert scale

The problem is how to transform a 7 point likert scale into a 5 point.

Many times in the past, I have found that when people ask this kind of question it turns out that there are other ways to work around some situation.
This might be an example often seen in consulting where the presenting question is not the same as the underlying question.
