within subject (repeated measure) regression

Hello, I have one question.

I have two-wave panel data in which a same set of variables (say, X and Y) was measured twice.

I'd like to examine whether the X-Y relationship (X=independent variable and Y=dependent variable) differs across the two time points in the panel design (wave 1 vs. wave 2).

To do so, I'd like to create an interaction term between X and TIME (a dummy variable with wave 2=1 and wave 1=0). Then, the regression equation would look like this: Y=a+b1*X+b2*TIME+b3*(X*TIME)+e.

I've heard that this is called "within subject (repeated measure) regression." Is there anyone who can help me run this analysis using SPSS or other stat programs?
