A little oddity--an error?

I recently ran across something in 19 (patched up) that seems to me to be an
error. Here's the situation. Two syntax files open, one of which, the first
opened, is minimized and the other, the second opened, is not, I'll refer to
this file as the 'active' file. I want to put variable names in the 'active'
file via Utilities-->Variables. Select several and paste them. The variables
go into the first opened file. Not the 'active' file.

So, maybe there is some way to designate a syntax file as the active file.
If so, what is it? If not, doesn't this seem like an error?

Don't have recent version but in the good old days there was an exclamation icon which toggled the 'designated' syntax document (and output doc).  Don't know if that is still a ! or something else these days.

Look on the toolbar of the syntax window.  You will see an icon for designating the window as the active syntax window.  It's the last one on the right.  It will be disabled if that window is already the active one.  It would be chaotic to have the active window shifting around based on minimizing or maximizing it.

It's now "a blue screen surrounded by a white border (similar to a computer monitor)".
