Tools are great at what they are designed for. I use Excel as a spreadsheet.
I do not use a screwdriver as a chisel. I do not use a wrench as a hammer. It is *somewhat understandable* that small budget NGOs that are most volunteer-based try to get by with Excel. Prices for SPSS and SAS etc are prohibitive for individuals and small organizations that are intermittent users. But it is insane for a national government not to have the necessary tools. Its not an EXCEL OOPS
It is the corrupt government employing private contractors who are never penalised for OOPS however many lives or £billions they cost
There is no incentive for them to employ competent analysts
