Tools are great at what they are designed for.  I use Excel as a spreadsheet.
I do not use a screwdriver as a chisel.  I do not use a wrench as a hammer.

It is *somewhat understandable* that small budget NGOs that are most
volunteer-based try to get by with Excel. Prices for SPSS and SAS etc are
prohibitive for individuals and small organizations that are intermittent
users.

But it is insane for a national government not to have the necessary tools.
I have seen numerous instances in US and State government agencies cannot
get better tools when that would give them much better quality assurance and
cost-effectiveness.

Its not an EXCEL OOPS
It is the corrupt government employing private contractors who are never penalised for OOPS however many lives or £billions they cost
There is no incentive for them to employ competent analysts
